Mix the breadcrumbs, fennel seeds, orange zest, 1 tablespoon olive oil, 1/4 teaspoon salt and pepper until smooth. Preheat the oven to 392F degrees.

Cut the meat into 4 steaks and rub generously with the remaining salt and pepper. Heat a frying pan with olive oil over a high heat. Lay out the meat and brown well for 3-4 minutes on each side. Remove from heat.
